Så påverkar EU:s nya utsläppshandelssystem begagnatmarknaden

13 januari, 2026

The EU's upcoming emissions trading system is changing the conditions for petrol and diesel. Requirement for emission rights for each tonne of carbon dioxide leads to higher fuel prices. At the same time, the value of fossil-fuel cars is put under pressure on the secondary market.

A couple of years ago, environmental zones were introduced to improve air quality. The government gave municipalities the right to introduce the zones themselves, where they felt it was necessary. The environmental zoning means that only certain vehicles, which meet the limit for the amount of nitrogen oxide emissions, are allowed to travel everywhere.

For passenger cars, light trucks and light buses that will travel in environmental zone 2, there are currently requirements that they must at least meet Euro 5, which applies to both vehicles powered by gasoline or diesel.

More expensive fuel with ETS2

However, the regulations for environmental zone 2 are about to be tightened. From July 1, 2022, diesel-powered vehicles must meet Euro 6 to be allowed to drive here. The same applies to electric hybrids and plug-in hybrids with diesel engines.

Currently, environmental zone 3 has not been introduced anywhere in Sweden. However, environmental zone 1 is in several municipalities, including Gothenburg. Environmental zone 2 is located in one location in Sweden, at Hornsgatan in Stockholm.

How the resale value is affected

The value of a used car is affected by several factors: car make and model, age and mileage, equipment, condition and the car's history. In addition, the cost per mile has an impact. Higher fuel prices will affect the demand for petrol and diesel cars, which will affect the resale value. However, it is uncertain how strong this effect will be. It all depends on how much the price per litre increases. Therefore, it is becoming increasingly important to keep an eye on price developments on the used car market.
